Sometimes the capability gap isn't a capability gap at all.

When leaders know what to do but the expected behavior still isn't happening, more development may not be the answer. The constraint may sit in the environment around them—in expectations, incentives, decision rights, accountability, workload, or organizational routines.

The absence of a behavior does not necessarily prove the absence of capability.
